I've always set my manual adjust drums so that they make lots of those "whispers" (and sometimes more) but don't appreciably drag. First crank them down SOLID and try to rotate the drum back and forth to set the shoes, and slowly back them off until the drum is lightly sliding on the shoes.

Master cylinders show wear at light pressure - just a little pressure and the pedal will slowly sink, if it's leaking internally.
