I believe both H1s go on with high beams. A couple of 100W H1s in there would light things up nicely...

Gentlemen:
I'd prefer to avoid opening an eBay account and/or dealing with international buyers. I will personally deliver this pair of headlights anywhere in Calgary for $350 in cash. Anyone interested? First PM received agreeing to the price gets them.

Nope and nope - they're wired just like an H4, so only the high beam filiment is on when the high beams are. And I had no luck with crappy high-watt H1 bulbs, Hella or otherwise - I could never get the rated hours from them, which are a pathetic 50 hours or so IIRC. They're brighter but still don't put out the lumens of an H4, and the H1 high beam reflector is small as well.
