Could be a number of things. Does it have spark? Is the pump actually pumping fuel? Crank position sensor? Clean ground connections in the engine bay. Start with the ground posts on the inner fender on the driver's side by the headlight. Make sure the ignition powerstage mounted to the inner fender is properly grounded.

How full is the tank? ie: If the intank pump is dead (might have been what killed the main pump) may not be getting fuel to the main pump. Take the oil fill cap off and ensure the cam is turning ie: broken timing belt. Check the infamous Radio Noise Suppression relay, located on the DS shock tower. Use a jumper to test, not another relay.
