Guy on the local board has a 60-63 ford turbo forsale for 100 bucks. Should I pick it up? Use the exhaust side for a T3-T4 combo? Or should I hold my pennies and pick up a new S60R turbo from work?

The 18T or whatever it is from the S60R is nice, but it's still a TD04, meaning that the turbine side is mighty small. It's kinda like a T3-T4 combo using a 0.48A/R tubine housing... good for lots of boost and very responsive, but restrictive and inefficient at higher levels of boost.

You can get T3-T4s brand new for really cheap nowadays. $400 or so.
