That is a Smart with a Suzuki sportbike engine. There is apparently a "kit", and there are at least a dozen or so distinct different cars to be found on the net.

Here's why: we have a navy & silver, loaded '05-ish Smart at work with a cooked engine. The guy put 132K in 18mos on it going back and forth to the coast from Edmonton. Apparently a tech from a dealership (not my place of employment) took an oft-used short cut to replacing the EGR valve by removing the entire turbo. Problem was he reused a seal ring and a couple crush washers. Considerable oil leak(s) ensued. These cars only start with 3 litres of oil. Between having a lot of hard use, and then being run down on oil, we feel the motor's done. It came in under its own power, but it's now removed.

Customer might take $6K for it [a little more should push him over the edge for sure] , and it is a nice colour combo, loaded, + cosmetically nice car. You could have a ~~1800 lb 170 hp 38-40 mpg car with some work...?

More than one way to do it.
The more practical still uses up the luggage area behind the backseats.
There's a company in England I found the website of will do conversions for 9 500  pounds
