I'm pretty sure it'll sit too high with those springs. From what I've been told, anything over about 250 lbs/in should be 10" or so. If you're going with the 400 lb/in springs, it won't hardly compress at all at rest.
Do yourself the favour and work out some calculations first. The front end of your car weighs about 1600 lbs, so about 700 lbs on each spring after you remove the unsprung weight (brakes, wheels, etc). A 400 lb/in spring will compress about 1 3/4" with that weight on there, which means a 13" spring will be 11.25" tall when compressed on the car. After you add the height of the coilover nuts and the upper perch, I don't think you'll be able to get the front end down far enough.
