Easy peezy to change that mother. That little line usually clogs up with gunk though. I've cleaned them out a couple times but its easiest to just replace it.

injectors have been ruled out pulled TWO codes tonight both cyl four mis fires. What next?

Did you use the Cross??

You have :
new spark plugs,distributor cap..
you rotated the injectors.
leak down test was good.
Vacumn line is repaired.

Replace cyl 4 sparkplug wire next.
it tested fine in the shop,there was no spark leakage but weather conditions could play a role.

And we should do a running Compression test and a Vacumn gauge reading.

possible cross fire between cylinders? (I know you mentioned wires were OK, but that is worth looking at the wire routing)

The other idea is Matt's, a lifter or valve hanging open

An update! Since it was so bitterly cold I left the car at the shop for fear of the problem coming back. Found that I had a bad wire it got burned lol so we have a used one in there for now - i broke my boogies Lol - no new mis fire codes but the roads were not in a boost able way so time will tell

it's not a burn't out wire......
it's a small pin hole burn in the spark plug connector.
just like your cupcakes.
