Exactly, the magnet grabs the lifter, you pull it up (but not too much), then you snug the wingnut against the head or guide plate to hold the lifter up. Only need to change lifters on flat tappet cams, roller lifters do not generate a wear pattern =D>

Is your cam a roller? If so, are you changing your valve springs/cam shaft? Just trying to figure out why this tool would make an appearance...the CVC awaits.

Yes my engine is a roller cam and yes I am changing the valve springs to eliminate the 5700 rpm valve float and also installing a milder cam ,,, giving it a try and see how I like it, can always go back to the current cam if I don't like it

What size hex? or is it a bit holder? Definitely a ball hex on there though, and the middle part looks flexible. That could be handy in so many situations.

Not exactly sure the hex size but it is fixed to the shaft.
Yes there is a flexible section in the shaft

2 HINTS:
1) Your engine needs 3 things to run; compression, fuel and ???
2) Think domestic (and remember how long ago I was in the trade)

Chevrolet used a combination flat / allen key on the ignition points to adjust the gap and an access hatch in the distributor cap that allowed you to set the point dwell with the engine running. Every mechanic loved this feature, made tune-ups so much easier and faster.

This tool allowed even easier access to adjust the points no matter which way the ditributor was installed.

i HAD "points adjuster" in my reply, but then deleted it and put "distributor" in it's place because I honestly didn't know what the hell "points" were, just that the modern distributor replaced it/them!
