Some of you were very close on this tool.
It is a carburetor adjust tool.
In the early to mid 1980's just prior to basic EFI being introduced the idle adjustment screw was recessed into the front casting of the carb and sealed with a steel plug (early solution to emmisions). To adjust the carb idle circuit (which needed to be done because the factory adjustment was so lean that many cars would not even idle, let alone idle smoothly) the seal plug was removed by breaking away part of the lower casting, then this tool would engage the idle mixture scew making it adjustable

Spark plugs on the end of a long rod with flat plates. Looks to me like a tool you might use to take the valve cover off a 5 or 6 cyl whiteblock.

I figure it's for pulling the head, not the valve cover...4, 5 or 6 cyl DOHC heads...
